THE rules
THE rules of UNO for the Olympic games
Official rules.Those are used in official Uno Olympic events.
Get familiar with them.
Before any event you should get a brief introduction to the rules.
Objective
The aim of the game is to have the lowest score when one of the player's score reaches 500 points. Each rounds of play, the first player to discard all her/his cards stops the round and all other player score points for the card still help in their hands,
The deck consists of 108 cards: four each of "Wild" and "Wild Draw Four," and 25 each of four different colors (red, yellow, green, blue). Each color consists of one zero, two each of 1 through 9, and two each of "Skip," "Draw Two," and "Reverse." These last three types are known as "action cards."

Wild Card

When you play this card, you may change the color being played to any color (including the current color) to continue play. You may play a Wild card even if you have another playable card in hand.
The color must be announced before releasing his hand from the card (see Penalties).

Wild Draw 4 Card

This card allows you to call the next color played and requires the next player to pick 4 cards from the DRAW pile and forfeit his/her turn.
However, there is hitch! You can only play this card when you don't have another playable card in your hand.
If the next player suspects the Wild Draw 4 Card was played illegally, she/he can challenge the player. The challenged player must show his/her hand to the player who challenged.
If the challenged player is guilty, she/he must draw 6 cards and miss his turn (taking the Wild Draw 4 Card back in his hand).
If the challenged player is not guilty the challenger must draw 6 cards. The challenge must be announced before the first 4 cards are seen.
The color must be announced before releasing his hand from the card (see Penalties).

Skip

The next person in line to play after this card is played loses her/his turn and is "skipped". This card may only be played on a matching color or on another Skip card.
More than one skip card can be played at the same time if they are of the same colour, the number cards played is the number of player next in sequence to miss a turn.

You can intercept on a skip card (see Interceptions), but you are not intercepting yourself as x cards will skip the following x players' turn, not just the next one.
Reverse Card

This card reverses direction of play. Direction of play to the left now goes to the right, and vice versa.
If this card is turned up at the beginning of play, the player to the right now plays first, and plays goes to the right instead of left. as if the dealer played the card.
This card may only be played on a matching color or on another Reverse Card.

You can intercept on a Reverse Card (see Interceptions). The next player will be the person after the player who intercepted, in the direction which switches again.
You can play more than one Reverse Card at the same time, you are just using the interception rule on yourself.
Draw 2 Card

When you play this card, the next person to play draws 2 cards can play, or plays directly another Draw 2 Card (of any color) to add 2 more cards to draw for the following player. That continues until a player doesn't play a Draw 2 Card and draws the sum of all the Draw 2 Cards played.
If this card is turned up at the beginning of play, the first player must play as if the dealer played the card (so draw 2 and play or plays another Draw 2 Card.

You can intercept on a Draw 2 Card (see Interceptions). If the player who, at first, was supposed to take the cards has not seen them yet, they remain to be taken for the following player, until someone doesn't play a Draw 2 Card. If they were seen already the following player after the interception needs to draw only 2 cards while the first player who has seen his card take them.
You can play more than one Draw 2 Cards at the same time, you are just using the interception rule on yourself.
Playing 7 or 0 cards
When you play a 0 of any color, each player needs to pass all his cards to the following player in the current direction of the play.

When you play a 7 of any color, you must exchange all your cards with a player of your choice.
You need to designate the player before you release your hand for the card 7 you just played.
​
If you had just been given a penalties in this turn, you pass your cards without the penalties cards that you keep for yourself.
​
If you play a 0 or a 7 as next to last card you need to say "UNO" and the person you give your last card to, has to say "UNO" when receiving the card.
If you play a 0 or a 7 as your last card you will still need to give away the victory against another players' cards.

You can intercept on a 0 or 7 (see Interceptions), but all exchanges needs to be finished before anything is played
You can't put 2 cards of 0 or 7 at the same time, because the cards you have in your hands at the time you put the fist one don't belong to you anymore. You can't use the interception rule to play 2 cards at the same time.
Let's play!
Start:
The dealer deals seven cards to each player, then flips over the top card from the remaining deck (the DRAW pile) to begin the DISCARD pile. This card is played as the dealers first card played and the possible actions associated with the card will need to be played
The game starts clockwise direction. Of course if a Reverse Card is flipped, it goes the other direction, as if the dealer had played that.
The next player plays.
The dealer can take penalties for mis dealing the cards or if for instance a Wild Card is flipped and she/he forgets to announce the color.

Playing:
Match the top card on the DISCARD pile either by number, color or type (for action cards). For example if the card is a Blue 8, you must play a Blue card or any color 8. Or, you may play any Wild card or a Wild Draw 4 Card. If you don't have anything that matches, you must pick a card from the DRAW pile. If you draw a card you could play, you can play it.
Otherwise, play moves to the next player.
If the DRAW pile runs out take the DISCARD pile minus the last card play, and make that your new DRAW pile, without mixing the cards.

Going out:
Before playing your next to last card, you must say "UNO". If you have not said "UNO" before you release your hand for the card you just played and another player catches you with just one card at any time you have to draw 2 cards.
Once a player plays their last card, the hand is over. Points are tallied (see Scoring section) and you start again.
The dealer changes to the player on the left of the previous dealer.

Interception
At anytime of the game if you have the exact same card as the one on top of the DISCARD pile, you can play your card and intercept the current play. The following player after you will need to play.

Wild Cards and Wild Draw 4 Cards can't be intercepted.
​
You you have 2 of the same exact card that can be intercepted you can put them all together. You would intercepting yourself.
Unless it's a Skip Card, where the number of players to be skipped is added,
or if it is a 0 or 7, as your cards don't belong to you as soon as you put the first card down.
Penalties
This is a very important part of the game.
If someone makes any mistake, he/she needs to draw 2 cards.
That starts from when the dealer finishes to deal all the cards. The first penalty of the game could be given to the dealer in case the wrong number of cards were given.

If someone asks about a rule of the game, she/he will get a penalty, draw 2 cards.
​
If someone is caught not knowing whose turn it is to play, whether it was his/her turn or not, he/she will get a penalty , draw 2 cards.
​
Only one penalty should be give to the same player per turn.
​
Spotting players out of the rules or just lost and enforcing the penalties are a major part of the game.
Speed and flow of the game are crucial.
Scoring
When a player managed to get rid of all his cards, you get the points for the cards left in you hand. remember, the sum of the lowest score wins
Each card is worth the following:

All number cards (0-9) .............. Face Value
Draw 2 ...................................... 20 Points
Reverse .................................... 20 Points
Skip .......................................... 20 Points
Wild .......................................... 50 Points
Wild Draw 4 .............................. 50 Points
Common Consequences of the rules
After playing a 0 or a 7 your cards are not yours anymore, therefore you can't put two 0 or 7 at the same time even of the same color because you can't use the interception rule on yourself

If you play a 0 or a 7 as last card you are giving the victory to someone else but you can still organise who you are getting the cards from to get a small amount points.
Remember finishing the game (going out) get you the same number of points (0) than someone who has still a couple of 0 cards in hand.
​
If you play 0 or 7 as next to last card you need to say "UNO" if no one caught you before you are handed the new deck of card you can't be given a penalty. Look at the person who is given your only card you can caught him/her not saying "UNO"
​
If you are to intercept on a Draw 2 card, you can choose either to put your card before or after the player who is supposed to take the cards, sees them.
As soon as he/she has seen them he/she needs to keep them. The counter of Draw 2 Cards resets to only one Draw 2 Card.
But you decide to play before the cards are seen the counter of Draw 2 Cards is not reset.

If you are given a penalty, when a 0 or 7 is played you need to pass your cards without the penalty cards and keep those penalty cards for you.
